Why is 15% of the rental income held back?

This pool of funds is held back for any unforeseen circumstances. For example, potential damage to a property, Periods of vacancy and Unpaid rentals. Deposits from tenants are also held to cover some of these.

The 15% still accrues to investors and any portion not used will be paid out to those investors.
